Why Two Repointing Quotes Differ by Thousands
Because you are buying hours, not mortar. A national cost guide puts labor at roughly 80 to 90 percent of a repointing job, with the mortar itself usually 10 to 20 percent of the total, so anything that changes how long somebody stands in front of your wall moves the number more than the mix ever will. You are buying hours, not mortar
The reason two quotes for one wall can sit thousands apart is that almost none of the number is material. A national cost guide for tuckpointing and repointing states that labor is the largest factor and accounts for roughly 80 to 90 percent of the overall cost, with the mortar itself usually making up only 10 to 20 percent of the project. Preservation Brief 2 says the same from the other side: repointing is both expensive and time consuming because of the extent of handwork and the special materials required, and scaffolding may need to remain in place for an extended period. So when you compare two prices you are really comparing two estimates of how many hours a person will spend in front of your wall, and any difference in how they plan to reach it, how scattered the work is, or when they intend to be there will move the total further than the mix ever could. It is also why the cheapest quote is sometimes cheap because it plans to do less of the work, which is a different thing from being efficient.
Height is the single biggest multiplier
Nothing changes a masonry price faster than how far off the ground the work is. The same cost guide notes that masons may start charging extra past 8 feet where a chimney or wall is harder to access, and that the higher the work sits off the ground the more the mason will charge. The reason is equipment and the rules that come with it: OSHA's scaffold standard requires each employee on a scaffold more than 10 feet above a lower level to be protected from falling to that lower level, with the type of fall protection set by the scaffold type. Above that line the job needs a properly erected and fall-protected scaffold, plus the hours to put it up and take it down. You will find a specific percentage premium for scaffolding quoted all over the internet. We could not trace it to a primary source, so it is not on this page. What is sourced is the direction and the reason, and between them they explain why a chimney costs what a garden wall does not.
Five feet of joint in one run is cheaper than one foot in five places
Scattered work is expensive work, and this is the least intuitive line on any masonry quote. Preservation Brief 2 makes it explicit: each type of work, brick repointing and stone repointing among them, carries its own unit price, and that unit price should reflect quantities, because one linear foot of pointing in five different spots is more expensive than five contiguous linear feet. Setup, mixing, reaching and cleaning up all happen per location rather than per foot. In practice that means a quote covering a list of small repairs dotted around a house is not comparable with a quote for one continuous elevation even at the same total footage, and it means grouping work that is physically close to other work is a real saving rather than a sales technique. If you are phasing a job over several years, phase it by area and access, not by anxiety alone.
Sometimes the whole wall really is the cheaper answer
The default advice is to repoint only what needs it, and Preservation Brief 2 says exactly that: it is preferable to repoint only those areas that require work rather than an entire wall, as is often specified. But it also gives you the crossover. If 25 to 50 percent or more of a wall needs repointing, repointing the entire wall may be more cost effective than spot repointing, and total repointing may also be more sensible where access is difficult and requires the erection of expensive scaffolding, unless the majority of the mortar is sound and unlikely to need replacement in the foreseeable future. The Brief also explains why it bothers telling you: recognizing this at the outset helps prevent jobs from becoming prohibitively expensive. So a contractor proposing a whole elevation when you can only see failure in patches is not automatically upselling you. The way to test it is to ask what share of the joints they judge to be failing, and whether scaffolding has to go up either way.
Winter is not a discount, it is a transfer of risk
Timing is priced, and in this climate it is priced hard. The same cost guide notes that scheduling masonry work in winter or during extreme heat will likely increase prices, and the specification explains why. Preservation Brief 2 says wall temperatures between 40 and 95 degrees Fahrenheit will generally prevent freezing or excessive evaporation of the water in the mortar, and that ideally repointing is done in shade, away from strong sunlight, to slow the drying process. In Syracuse the normal daily minimum stays below 40 degrees in every month from October through April, with monthly mean temperatures of 34.2 degrees in March, 40.6 in November and 29.4 in December. March is the worst month of the year for the thing that damages fresh work: 17.8 days when the temperature crosses freezing, a normal 18.0 inches of snow and a mean of 34.2 degrees, so most of what falls in March is melting into the wall. On antifreeze compounds the Brief is against them, saying they are not very effective with high lime mortars and may introduce salts which cause efflorescence later, and that the better practice is to warm the sand and the water and protect the completed work from freezing. A late-season price that looks like a bargain is often a bargain on the risk, and the risk is yours.
The cheapest thing you can do is fix the gutter first
Before spending anything on joints, find out why the joints failed. Preservation Brief 2 is unusually direct here: it is erroneous to assume that repointing alone will solve deficiencies that result from other problems, and the root cause of the deterioration, naming leaking roofs or gutters, differential settlement, capillary action causing rising damp and extreme weather exposure, should always be dealt with before beginning work. Without appropriate repairs to eliminate the source, the Brief says mortar deterioration will continue and any repointing will have been a waste of time and money. Those are its words, not our sales pitch. The pattern is easy to spot from the ground: joints failing in a vertical stripe below a gutter seam, at the foot of a downspout, under a windowsill, or on the one elevation that takes the weather. If that is what you are looking at, the gutter repair is the first invoice and it is a small one, and there is a fair chance you do not need a mason at all this year.
How to make three quotes genuinely comparable
Ask all three the same five questions and the spread usually explains itself. Which mortar type, by letter, and how do you know it is softer than my brick. How many linear feet of joint, and is it continuous or scattered across the house. How are you reaching the work, and is access included in the price or extra. What month do you expect to be on the wall. And what are you doing about the reason the mortar failed in the first place. A quote that answers all five in writing can be compared with another quote that does the same, and New York General Business Law section 771 already requires the description of the work and the materials to be provided, including identifying information, to be in the signed contract in any case. New York General Business Law section 771, part of Article 36-A on home improvement contracts, requires every home improvement contract to be evidenced by a writing signed by all the parties.
