Preservation Brief 2 explains the mechanism. Stresses within a wall caused by expansion, contraction, moisture migration or settlement must be accommodated somewhere, and in a masonry wall those stresses should be relieved by the mortar rather than by the masonry units. A mortar that is stronger in compressive strength than the masonry units will not give, so the stresses are relieved through the masonry units instead, resulting in permanent damage such as cracking and spalling that cannot be repaired easily. The Brief adds that where stress instead breaks the bond between mortar and unit, letting water into the resulting hairline cracks, that is easier to correct in the joint by repointing than if the break occurs in the masonry units.

Queried for Onondaga County, the National Park Service's National Register points and polygons return 166 records, and none of them is located at Clay, East Syracuse, North Syracuse, DeWitt or Salina. What it costs when a village wall fails in the brick
Cutting out spalled, cracked and loose units and bedding new brick in is the job that exists because something earlier went wrong. In a wall of soft old brick the joint is meant to be the part that gives: the federal guidance says stress from expansion, moisture migration and settlement has to be relieved somewhere, and a mortar stronger than the brick relieves it through the brick instead, as cracking and spalling that cannot easily be repaired. Get it right and you point the wall again in thirty years. Get it wrong in a village that is 80.4 percent pre-1960 and you are buying brick.
How many units, and what changes underneath them
Count the failed units before you accept any number, because this work is priced by the unit and by the run and the two answers are far apart. A dozen popped faces on one elevation is an afternoon's work at low level. Two hundred across a gable is a different job with access attached to it. Whatever the count, ask what changes in the mortar at the same time, because new brick bedded into the same hard mix that broke the last ones is a repair with a countdown on it, and this village has no historic credit available to soften the bill.
