Preservation Brief 2 states that it is preferable to repoint only those areas that require work rather than an entire wall, as is often specified, but that if 25 to 50 percent or more of a wall needs to be repointed, repointing the entire wall may be more cost effective than spot repointing. Preservation Brief 2 explains the mechanism. Stresses within a wall caused by expansion, contraction, moisture migration or settlement must be accommodated somewhere, and in a masonry wall those stresses should be relieved by the mortar rather than by the masonry units. A mortar that is stronger in compressive strength than the masonry units will not give, so the stresses are relieved through the masonry units instead, resulting in permanent damage such as cracking and spalling that cannot be repaired easily. The Brief adds that where stress instead breaks the bond between mortar and unit, letting water into the resulting hairline cracks, that is easier to correct in the joint by repointing than if the break occurs in the masonry units.

A gap is opening between my front steps and the house. Is that serious?

Worth watching, and usually not what people fear. A set of steps and a house sit on different footings, so a gap that opens in the cold and closes in the warm is movement rather than failure. The one to deal with is a gap that only ever widens, or that is wide enough to pour water down behind the foundation, because then you are watering the wall you least want wet. Should the joints in a stone foundation be filled with concrete?

The joints get raked out and repacked with a mix chosen to be the softer part of the assembly, for the same reason that governs the brick above it: stress and moisture have to be relieved through the mortar, and a mix stronger than the stone relieves them through the stone instead. A hard cement fill looks tidy for a decade, and the part that pays for it afterwards is the one component nobody can buy more of.
