What is really moving at the bottom of a city wall
Brick steps breaking up, a rubble stone foundation wall losing its joints, a garden wall starting to lean out: at ground level the cause is nearly always water, and rebuilding the visible part without changing that buys a few seasons. The federal guidance is blunt about it, naming leaking gutters, settlement and rising damp as root causes and saying that without repairs to remove the source the mortar keeps going and the repointing was wasted.
